The guidance was developed through the delivery of the Modern Energy Partners (MEP) innovation programme, funded by the Department for Business, Energy and Industrial Strategy (BEIS).

Public Sector Decarbonisation Guidance, including a wide range of tools and templates, has been published to support public sector organisations in the decarbonisation process. 

Aimed at public sector organisations and their wider supply chain, the guidance, supports a repeatable, consistent approach to decarbonisation that can be applied to whole organisation estate portfolios including individual buildings and large campus sites. The guidance was developed through the delivery of the Modern Energy Partners (MEP) innovation programme, funded by the Department for Business, Energy and Industrial Strategy (BEIS). The MEP programme explored how to decarbonise the public sector estate, in line with the ambition to halve public sector emissions by 2032, against a 2017 baseline, using a learning by doing approach.

  2. Data – the importance of smart energy data management, including metering/sub-metering, data monitoring and analytics
  3. People – skills, capabilities and capacities, supply chains and procurement
  4. Costs – financial planning, business cases and funding
  5. Information gathering – site visits/maps, baselining/benchmarking and data capture
  6. Concept design development – technological options, calculators for different interventions and engineering assessment
  7. Energy and cost modelling – developing, modelling and writing up solutions, linked to business case development
