This page provides information to help local authorities deliver and complete their project under Section 31 of Phase 1 of the Public Sector Decarbonisation Scheme (PSDS).

All projects will be following our completions pathway, with deadlines to close projects below.

Standard, partial and delayed completion guidance
Standard completion guidance for projects that have completed works on site by 30 June 2022.
Documents required for standard completion
1. Completion & Confirmation of Final Value Letter (CCVL) [Link – See here]
2. Evidence to support the closure of all outstanding conditions from the Grant Offer
Letter (GOL) and Grant Amendment Letter (GAL)
3. Revised support tool, where necessary, if costs or minor scope changes have occurred
to finalise the expected carbon savings on completion
4. Photographic evidence of installed kit.
a) Where several units have been installed, we will accept a sample.
b) For those technologies that are not clear to photograph (e.g. loft or cavity wall
insulation or pipework) we can accept in-progress photographs
6. Statement of Expenditure for all PSDS works (note: evidence should only be for PSDS
funded work, match funded elements should be excluded/highlighted).
7. Completion certificate(s) from the contractor(s).
8. Contractor name webform (sent by your SRM)
9. Buildings & Technologies Data (sent by your SRM)
10. If remaining work is being funded from other sources, then a letter from the S151
Officer confirming that this funding has been allocated to the project.
Partial completion guidance for projects follow this guidance due to the late materialisation of an issue, which prevents them from completing all their works by the grant end date. Grant recipients who are unable to complete their projects may have incurred permitted spend on elements of the project before the decision to stop the project was taken. All partially complete projects will need to be discussed with your Salix relationship manager first.
Delayed completion guidance for projects that will not complete by 30 June 2022, and the grant recipient has committed to fund the rest beyond this date.

More information about section 31
BEIS has given Salix Finance approval to allow Phase 1 PSDS projects that have been funded under Section 31 of the Local Government Act 2003 to have longer to complete.
Some Phase 1 PSDS grants were made under Section 31 of the Local Government Act 2003 which provides Government with a general power to give grants to local authorities for any purpose. The definition of local authorities includes unitary, district and county councils, combined authorities and police and fire authorities.
Under Section 31 it means that if a project cannot be completed by 31 March 2022, Salix Finance can exercise discretion in approving practical completion dates up to 30 June 2022. Read more here.
