Ambitious energy efficiency projects support Wales’s net zero ambition
Four projects earmarked for energy efficiency works under Round 2 of Digarbon
Millions of pounds worth of energy efficiency projects in education settings across Wales are set to move forward thanks to government investment through Digarbon - a loan funding programme supporting further and higher education institutions across the country.
Loan funding of £15,315,003 has been awarded to support the implementation of heat decarbonisation, energy efficiency upgrades, renewable energy measures, and electric vehicle (EV) charging infrastructure.
Delivered by our teams at Salix, the Digarbon scheme is funded by the Welsh Government to help the public sector meet its net zero 2030 ambition, in line with the UK’s national target to achieve net zero greenhouse gas emissions by 2050.
The investment will enable successful applicants to modernise their buildings and infrastructure, reduce energy costs, and accelerate Wales’s transition to a sustainable, low-carbon future.

Four Welsh universities and colleges are undertaking major decarbonisation projects with support from the Digarbon energy efficiency loan scheme, driving forward sustainability and carbon reduction goals across the education sector.
Coleg Cambria - Yale E Block Decarbonisation Project
Home to Camu: Welsh Centre of Excellence, this vibrant community hub includes classrooms, a Welsh-speaking café, a hairdressing salon, and staff workspaces. The project will replace gas boilers with air source heat pumps, in conjunction with Ynni Cymru funding to install rooftop solar PV panels, and introduce a smart building management system to cut emissions and enhance efficiency. Loan value: £413,044
Bangor University - Brambell Building Upgrade
A landmark structure completed in 1971 and soon to become one of the UK’s first listed post-war university buildings, the Brambell Building houses the Northwest Cancer Research Institute, reptile and amphibian collections, and the Natural History Museum. Planned works include a full roof replacement, MEP system rationalisation, and a modern building management system upgrade. Loan value: £1,398,748.
Swansea University - Singleton Campus Heat Decarbonisation (Phase 2)
Supporting Swansea University’s ambitious target of achieving net-zero Scope 1 and 2 emissions by 2035, this second phase of work will deliver significant heating and building fabric upgrades at Singleton Campus. Loan value: £7,236,211.
Cardiff Metropolitan University - Cyncoed Campus Sports Centre Decarbonisation
The S Block Sports Centre, used daily by students, schools, and the wider community, will undergo a full transition to low-carbon heating and ventilation systems. The upgrade covers the swimming pool, sports hall, squash courts, classrooms, and offices, ensuring a more sustainable future for this well-used facility. Loan value: £6,267,000.
Digarbon invited applications from 22 May to 7 August 2025, with assessments carried out throughout the summer. A total of £15.5 million has been made available for applications in the 2025/26 financial year.
