Voices of change from across Wales come together to share net zero solutions at Swansea Bay

Hear from the public sector specialists delivering decarbonisation projects for the future of Wales
Across Wales, bold steps are being taken to transform the way we live, work, and power our communities. As the nation ramps up its efforts to reach net zero, a major public sector event is set to take place on the shores of Swansea Bay. Journey to a Net Zero Wales will be held on Tuesday, 18 June, at Swansea University’s Bay Campus – and free tickets are running out fast.
Hosted by Salix, in partnership with the Welsh Government and the Welsh Government Energy Service, this stand-alone event is part of a two-part series, with the first due to take place in Llandudno on 11 June. Each event is designed to be unique, featuring different speakers, case studies, and regional examples.
Running from 10am to 3pm, the event will spotlight innovative decarbonisation projects from across Wales and bring together professionals from the public sector to share challenges, solutions, and inspiration. The day is centred on learning, collaboration, and action – all in support of the Welsh public sector’s collective journey toward net zero.
Meet the speakers driving Wales’ low-carbon transformation
Kevin Holland – chief executive, Salix Finance
Kevin leads Salix Finance’s work in delivering government funding to decarbonise public sector buildings. His global leadership experience across public and private sectors brings a unique perspective to scaling impactful climate solutions.
Lindsey Hibberd – co-head, Welsh Government Energy Service
Lindsey has worked across international climate policy, UN negotiations, and green finance. At the Welsh Government Energy Service, she supports public bodies in designing and delivering transformative low-carbon projects.
Heather Jones – assistant director, Salix (event chair)
Heather leads programme delivery teams across the UK, working with governments and public bodies to fund and implement energy efficiency and retrofit projects. As chair of the Swansea event, she’ll guide the day’s discussions and ensure a focus on practical outcomes.
Kevin Hammett – business development manager, Welsh Government
Opening the event, Kevin will reaffirm the Welsh Government’s commitment to supporting public sector decarbonisation and highlight the importance of leadership, collaboration, and innovation in tackling climate change.
Alexandra Edmonds – development manager, Welsh Government Energy Service
With 25 years in the electricity industry, Alexandra has deep expertise in renewable energy development. She supports public sector clients in Wales in delivering technically sound, strategic low-carbon energy solutions.
Eloise Laity – carbon reduction manager, Newport City Council
Eloise has led a range of impactful carbon reduction initiatives across Newport’s built estate since joining the council in 2021. Her projects span Refit programme delivery, solar panel installation, and low-carbon heating systems – all aimed at delivering sustainable, long-term change.
Laura Waldron – programme manager, Newport City Council
Laura heads a dynamic team delivering climate-focused projects citywide, including over 200 on-street EV charging points, decarbonisation support for businesses, and retrofit initiatives. She also leads climate communications and engagement with local residents and community groups.
Teifion Maddocks – sustainability manager, Swansea University
Teifion has spent more than 20 years advancing sustainability in both industry and academia. He now leads Swansea University’s Path to Net Zero 2035, which has already achieved a 39% reduction in Scope 1 and 2 emissions and helped the university rank 8th in the UK for environmental performance.
Jonathan McGarrigle – head of energy and performance, Cardiff and Vale UHB
Jonathan brings decades of expertise in energy strategy and mechanical engineering. He has led transformational projects within the NHS and beyond, and is known for combining technical excellence with strategic leadership in energy and carbon reduction.
