The Recycling Funds in England closed for new applications in 2010. All remaining funds have closed as of 31 March 2025.

Fund closure

After delivering thousands of successful projects over the past 15 years, the England Recycling Fund scheme has now come to a close. All funds have closed and initiated repayment as of 31 March 2025. 

Repayments are still being made according to the schedule set in each fund’s Annexure 3. Repayment notices will be issued 1 month before each expected payment.

About this scheme

The Salix England Recycling Fund was a ring-fenced fund with capital provided by Salix and matched by the partner organisation, to be spent on energy-saving projects with paybacks up to ten years.

The scheme aimed to increase capital investment in energy-efficient and low carbon heating technologies across the public sector. The financial savings delivered by the projects were returned to the fund allowing further spending on decarbonisation projects, hence the term ‘Recycling Fund’.

The fund had financed thousands of projects, worth more than £267m. The average fund had been recycled over 3.2 times. Combined, the Recycling Funds saved over 296,000 tonnes of carbon each year.
