Any fraud case that has material consequences, affects controls or policies or could lead to regulatory or reputational challenges should be deemed “significant” and be reported, even after closure.

As your Social Housing Decarbonisation Fund Wave 2 (SHDF) project approaches closure, it's important to be clear on what steps you need to take to meet your fraud-related responsibilities and to understand how they fit into the wider closure process.

Whether you're actively closing out your project now or preparing for it soon, this guidance is here to help you stay on track and compliant.

This page outlines the key fraud-related actions required from grant recipients. It’s designed as a reference point throughout the closure period and will be updated with the latest information.

As detailed in the closure checklist, your Fraud Risk Assessment needs to:

  • reflect operational activity
  • reflect changing risk profile (e.g. closing some risks, reprioritising risks)

You should also continue to report any new fraud cases and resolve any outstanding cases, including residual and legacy cases.

What you need to do:

  • update your Fraud Risk Assessment (FRA) controls as you close out delivery

  • report all fraud cases: continue reporting any new or ongoing cases to the delivery partner. After closure, only significant cases need to be reported

  • finalise site visits: if site visits are required as part of your fraud prevention or quality assurance approach, these should be completed before full closure.

What to expect during closure:

  • liaise with the delivery partner and our Salix teams about any final checks, document submissions and requirements
  • attend a fraud closure support session (where offered)
  • resolve any legacy or ongoing fraud concerns
  • submit final Fraud Risk Assessment updates
  • complete all TrustMark lodgements and ensure data matches across systems

If you're not yet in the closure phase, use this time to get ahead. 

Check your documentation, identify any outstanding issues and start planning how and when you’ll complete the steps above.

After your project closes:

  • only significant fraud cases (e.g. those involving major financial risk, criminality or reputational impact) should be reported
  • any TrustMark reconciliation must be finalised and agreed with the department
  • you’ll no longer need to update your FRA (unless asked)
