Green funding returns to power the next phase of climate action in Wales

The third round of the Welsh Government’s popular scheme launched for further and higher education institutions

Digarbon is supporting Wales’ tertiary education sector to cut carbon and accelerate progress towards net zero by 2030. 

Run by the Welsh Government and delivered by our team at Salix, the fund is now launching its third phase.

The first round of the scheme was launched in May 2024 and opened to applications in July 2024. The second round was announced in March 2025 and launched in April with applications closing in August 2025.

Today, Digarbon Guidance Notes, criteria and other documents have been published for the new round three. Please see our website area to access these documents.

Round three provides £10.2m of loan funding in the 2026/27 financial year, to support heat decarbonisation, energy efficiency, renewable, and including electric vehicle and electric vehicle charging infrastructure measures. The award will be subject to agreement by the incoming government, any work on bids is at the risk of the institutions.

Digarbon is available to existing non-domestic buildings owned by eligible Welsh further and higher education institutions and buildings on long-term leases with at least 10 years remaining can be included.

The loan programme gives the education sector a real opportunity to improve the places where people learn and work every day. It means warmer buildings in winter, cooler spaces in summer, and healthier, more comfortable environments for students, staff, and guests. By cutting heat demand and investing in low-carbon solutions, organisations can make a genuine difference to people’s day-to-day experience while also moving closer to net zero.”

Organisations will be able to apply from 2 April to 25 June.

Overall, the loan fund is designed to help meet the national target set by the UK government to achieve net zero greenhouse gas emissions across the UK by 2050.

The first round of Digarbon received applications for a combined value of £33m exceeding the £20m of funds made available by Welsh Government. The second round made available loan funding of £15,315,003.

Lansiwyd trydydd rownd cynllun poblogaidd Llywodraeth Cymru ar gyfer sefydliadau addysg bellach ac uwch

Mae Digarbon yn cefnogi sector addysg drydyddol Cymru i dorri carbon a chyflymu cynnydd tuag at sero net erbyn 2030.

Wedi'i redeg gan Lywodraeth Cymru a'i chyflwyno gan ein tîm yn Salix, mae'r gronfa bellach yn lansio ei thrydydd cam.

Lansiwyd rownd gyntaf y cynllun ym mis Mai 2024 ac agorwyd i geisiadau ym mis Gorffennaf 2024. Cyhoeddwyd yr ail rownd ym mis Mawrth 2025 a'i lansio ym mis Ebrill gyda cheisiadau'n cau ym mis Awst 2025.

Heddiw, cyhoeddwyd Nodiadau Canllaw, meini prawf a dogfennau eraill Digarbon ar gyfer y drydedd rownd newydd. Gweler ein hardal gwefan i gael mynediad at y dogfennau hyn.

Mae rownd tri yn darparu £10.2m o gyllid benthyciadau yn y flwyddyn ariannol 2026/27, i gefnogi datgarboneiddio gwres, effeithlonrwydd ynni, adnewyddadwy, a chan gynnwys mesurau seilwaith gwefru cerbydau trydan a cherbydau trydan. Bydd y dyfarniad yn amodol ar gytundeb gan y llywodraeth newydd, mae unrhyw waith ar geisiadau ar risg y sefydliadau.

Mae Digarbon ar gael i adeiladau annomestig presennol sy'n eiddo i sefydliadau addysg bellach ac uwch cymwys yng Nghymru a gellir cynnwys adeiladau ar brydlesi hirdymor gydag o leiaf 10 mlynedd ar ôl.

Mae’r rhaglen fenthyciadau yn rhoi cyfle gwirioneddol i’r sector addysg wella’r lleoedd lle mae pobl yn dysgu ac yn gweithio bob dydd. Mae’n golygu adeiladau cynhesach yn y gaeaf, mannau oerach yn yr haf, ac amgylcheddau iachach a mwy cyfforddus i fyfyrwyr, staff a gwesteion. Drwy leihau’r galw am wres a buddsoddi mewn atebion carbon isel, gall sefydliadau wneud gwahaniaeth gwirioneddol i brofiad dyddiol pobl wrth symud yn agosach at sero net hefyd.”

Bydd sefydliadau’n gallu gwneud cais o 2 Ebrill i 25 Mehefin. Yn gyffredinol, mae’r gronfa fenthyciadau wedi’i chynllunio i helpu i gyrraedd y targed cenedlaethol a osodwyd gan lywodraeth y DU i gyflawni allyriadau nwyon tŷ gwydr sero net ledled y DU erbyn 2050.

Ychwanegodd Kevin: “Ein cenhadaeth yw gweithio gyda sefydliadau i leihau allyriadau carbon a chreu mannau sy’n well i bobl ac yn well i’r blaned. “Mae newid hinsawdd gyda ni ac mae angen i ni weithredu. Drwy gydweithio a chefnogi llywodraethau, busnesau ac unigolion i chwarae eu rhan, gallwn ddechrau gwneud y gwahaniaeth hwnnw heddiw.”

Derbyniodd rownd gyntaf Digarbon geisiadau am werth cyfunol o £33m a oedd yn fwy na'r £20m o gyllid a ddarparwyd gan Lywodraeth Cymru. Gwnaeth yr ail rownd gyllid benthyciad o £15,315,003 ar gael.
