Completions guidance section
This section provides information to help grant recipients complete their project under Phase 3a of the Public Sector Decarbonisation Scheme by the grant end date. It provides a step by step guide that should be followed with the support of your relationship manager. A downloadable version is available in the “Other useful documents” section and further guidance is provided below to cover other completion scenarios.
Standard completions guidance
The standard completion guidance is to be used when Public Sector Decarbonisation Scheme projects are completed by the grant end date. Below is a step-by-step guide on the documentation and evidence to be gathered and sent to your Salix relationship manager upon completion of your project.
Step 1
Steps that may be possible now prior to practical completion
- Send Salix evidence to support the closure of all outstanding conditions.
- Identify any retention and, if so, the value and payment date.
- Provide End of Year Statement of Expenditure to forecast remaining grant spend by 15 March 2023.
- Collecting final invoices for your project and preparing contractors to promptly invoice after completion of final Public Sector Decarbonisation Scheme funded works.
Initiating the completion process
- Provide most recent Monthly Monitoring Report confirming project closure by 15 March 2023
- Submit revised support tool if there have been changes to costs or savings
- Schedule 5 payment request
- Submit final invoices
- Provide final statement of expenditure
The following documents will be required within 30 days of the post-completion letter being delivered, unless they’ve already been provided
- Contractor Completion Certificate
- Photographic evidence

Client submits completion documents to Salix
Step 3
Salix team reviews documents & queries where more info is needed
Step 4
Salix requests funds from Department for Energy Security and Net Zero (formerly the Department for Business, Energy and Industrial Strategy)
Step 5
Client paid and remittance advice issued

Client issues with post completion letter detailing remaining information requests if applicable

Delayed completion guidance
The delayed completion guidance is to be used when Public Sector Decarbonisation Scheme projects will part-complete after the grant end date.
Delayed commissioning guidance
The delayed commissioning guidance is to be used when grant recipients have fully installed and completed works by the grant end date, but they are unable to be commissioned by this date because other factors, outside their control, will prevent them from doing so.
Partial completion guidance
The partial completion guidance is to be used when the Public Sector Decarbonisation Scheme projects are unable to complete their agreed scope. This would be due to either completing partial but carbon compliant projects or by incurring permitted costs that make the project non-compliant against the scheme carbon criteria due to late cancellations.
