The RIBA Plan of Work is the definitive model for the design and construction process of buildings. The RIBA Plan of Work organises the process of briefing, designing, constructing and operating building projects into eight stages and explains the stage outcomes, core tasks and information exchanges required at each stage.
CIBSE AM17: Heat pumps for large non-domestic buildings (2022) provides and consolidates best practice guidance with the aim of supporting high quality design, installation, commissioning, operation and maintenance of large heat pump systems.

Energy Systems Catapult alongside the Department for Energy Security and Net Zero and the Government Property Function, has developed guidance on design and feasibility work for public sector decarbonisation. The suite of tools, templates and checklists includes guidance to help public sector organisations consider their overall decarbonisation solution.
This eligible technologies list from the Phase 3b Public Sector Decarbonisation Scheme offers a list of energy efficient technologies.
Heat Decarbonisation Plans
We have provided examples of heat decarbonisation plans, produced in Phase 3 Public Sector Low Carbon Skills Fund.
We hope these allow applicants to gain an understanding of what a heat decarbonisation plan could look like, whilst recognising that plans for different organisations will be different. For this reason, we recommend referring to the heat decarbonisation plan guidance alongside the examples provided.
The following are real examples of schematics which illustrate an existing heating system alongside the proposed new heating system developed under the Public Sector Decarbonisation Scheme.
