The Home Upgrade Grant 2, which came to a close on 31 March 2025, provided energy efficiency upgrades and low-carbon heating via local authority funding to households in England who were low-income, off the gas grid, or had an Energy Performance Certificate (EPC) rating between D and G.

The Home Upgrade Grant 2 provided energy efficiency upgrades and low carbon heating via local authority funding, to households in England that were low income, off the gas grid or had an Energy Performance Certificate (EPC) between D and G. 

Who was eligible?

Home Upgrade Grant 2 funding was exclusively reserved for off-gas grid homes (homes which were not heated using gas, i.e. dwellings that used oil, liquid petroleum gas, coal, solid fuels, or electricity for heating purposes). Households connected to the mains gas grid for heating purposes were not eligible, including where the primary heating source of a mains gas boiler was broken and the secondary heating source was electricity.

Aim of the scheme

The aim of the scheme was to improve the energy performance of EPC F to G homes to at least band D and EPC D to E homes to band C where possible (or evidence a fabric first and value for money approach had been taken in instances where these aspirations were not possible) with a space heating demand consideration of 90 kWh/m²/year, to take homes out of fuel poverty and progress towards the UK’s legally binding commitment to reach net zero by 2050.
