Salix delivers warmer homes, lower bills and major carbon savings in 2025–26
Salix annual report and accounts 2025-26
Thousands of households are benefiting from warmer, more energy efficient homes as Salix continues to support decarbonisation projects across the UK.
Salix has continued to turn net zero ambitions into practical action, supporting households and public sector organisations to reduce energy use, lower bills and cut carbon emissions.
Our latest Annual Report and Accounts 2025–26 reflects a year of strong delivery across housing and public sector programmes in England, Scotland and Wales.
The Home Upgrade Grant Phase 2 scheme was closed with upgrades forecast to save households £3 million in combined annual energy bills.
Across the 2025-26 year, the Social Housing Decarbonisation Fund Wave 2 saw more than 21,064 measures installed through Wave 2.1 and 4,035 measures installed through Wave 2.2.
Alongside our work in housing, we continued to support 560 Public Sector Decarbonisation Scheme projects in their delivery or completion stages. Together, these projects are forecast to save more than 474,000 tonnes of carbon emissions every year, while helping schools, hospitals, universities and other public buildings move towards cleaner, more efficient energy.
Delivering across the UK
Our work spans the UK, working with the UK government, the devolved administrations in Scotland and Wales and strategic mayoral authorities to turn decarbonisation ambitions into practical programmes.
During 2025–26, we strengthened these partnerships and supported further investment in low-carbon heat, renewable energy and more energy-efficient public buildings.
In Greater Manchester, we supported the Greater Manchester Combined Authority (GMCA) with the delivery of the Public Buildings Retrofit Fund. We will continue to work with GMCA through a further two phases of the fund, supporting its ambitions to retrofit public buildings across the region
In Scotland, our work included further investment through Scotland’s Public Sector Heat Decarbonisation Fund and the launch of a new solar energy efficiency loan scheme. In Wales, we continued to support the delivery of the Digarbon programme, helping public sector organisations progress their decarbonisation plans.
Across all our programmes, we continued to share expertise, strengthen partnerships and support government with assurance work, helping to ensure energy efficiency improvements are delivered to the required quality standards.
Reflecting on the year, Salix chief executive Kevin Holland said:
“Our success is driven by ambition, disciplined planning, strong governance and our adaptability.”
Our success is driven by ambition, disciplined planning, strong governance and our adaptability.
Looking ahead
With more than two decades of experience delivering complex decarbonisation programmes, Salix is now preparing for the next chapter.
The publication of the governments Warm Homes Plan in January 2026 sets out ambitions to reduce energy bills, support clean energy and improve the energy efficiency of homes. Salix will continue to deliver existing programmes while supporting next steps for the plan.
